my LO keep rubbing his face

Hi mummies... My LO is 13 weeks old... but he keep rubbing his face with his hands until his face is red... I tried applying lotion... but he still rub... is it normal? Before he rub, the face is not red n no rashes. After he rub, his face starts to get red.
