I had a surgery which was very similar to c-section (horizontal 20cm cut across abdomen) and it definitely took less than 19 months to heal. Have you highlighted this to your gynae? If not, do see a doctor to get it checked out. 19 months seem a little too long for your stitches to not have fully recovered. It was itchy but there wasn't any pain after a year. http://www.parents.com/pregnancy/giving-birth/cesarean/c-section-recovery-timeline-tips/

There wouldn't be any pain on your stitches especially after 19 months, so I do suggest for you to see your gynae if the pain persists. A friend of mine had pain even after her child was almost 2 years old, and it turns out that she had endometriosis at the incision. She had to go for surgery to remove the knot and had since felt better.
