Need help with helper!

Hi. We are new employers. We need help/ tips as to how to manage helper? We have set rules and whatnot. But the maid just doesnt follow! Even washed my toilet sink right after washing toilet bowl with same brush! Called up the agency but instead, was told that we are fussy and have high expectations. Spoken to the maid but still same. What are some of the rules you set for helpers?

I would suggest writing clear instructions with a simple checklist and doing some early spot checks, and if the agency is not helping, you may need to escalate or consider a transfer since these standards are quite reasonable.
