If you were the education minister, what would you change about Singapores education system?

Give education grants and scholarships to locals first. Based on merit of course. Sure we can extend it to foreigners and etc to grow. But I would keep it 80% local 20% foreigner. Why? Education is mother flipping expensive. Also let's ask the bigger question. What is the true purpose of education in Singapore? Is it to develop a competent workforce? What is a competent workforce? Is it being english speaking? is it being english and mandarin speaking too? Is it being able to do math quickly? Is it problem solving? Is it navigating a career? Is it being able to hold a job for more than a year? The current landscape is debatable. Primary to secondary to tertiary education. Ending at that point, is the person competent enough to work? Does having a degree make the person competent? If let's say the purpose of education is to develop a workforce, great. Next question would be what kind of workforce is it? *shrugs*
