You cannot apply & collect on the day itself. You can renew online and go down ICA to collect when its ready (ICA will notify you). If i didn't remember wrongly, I think it takes about 2 weeks.

About 2 weeks. It’s much better to apply online, cheaper too. You can’t apply and collect on the same day

My friend went down and it was urgent and got it same day.. depending on situation I guess..
