Anyone did elective C Sec as subsidized patient in SGH?

I haven't had a C-section at SGH, but as a subsidised patient, it's generally true that the procedure is carried out by the on-duty team rather than a specific doctor. Most public hospitals in Singapore have very experienced obstetric teams, so the standard of care is usually good regardless of who is on duty. If you have specific concerns or preferences, you can always discuss them with your doctor during your antenatal visits.
