Does the 16 week ML excludes those Public Holidays and off in lieus etc?

Nope, it includes PH & even weekends (your rest days). Can refer to MOM website below: https://www.mom.gov.sg/faq/maternity-leave/does-maternity-leave-include-rest-days-and-public-holidays
No. PH or non working days are included in your ML. You can’t claim extra days or pay for PH/any other leaves.
