Is It Okay To Change Formuka Milk - Water Ratio

My daughter doesnt want formula milk so we tried putting more water to formula. Instead of 1scoop of formula milk for 1 ounce( 1:1) we are putting 2ounces.Is this okay?

That time my LO no poop poop and I told Dr. Dr told me just put 10-20ml extra water in milk will do.
