if it execessive then try to remove his hand, but keep his hand really clean

I would say hungry maybe or playful. Or teeth coming. So try a teether.

I would stop him as much as I can. But I also gave pacifier to help.

I would let it be and Ensure the hands are clean as much as you can

As long as it is not creating any health issues should be good !
