Hey mama, congrats on your first baby! From what a few of us in Penang have experienced, most gov hospitals do allow suami in the labour room, best to call the maternity ward directly at your chosen hospital sebab policies can vary even within Penang, some stricter than others. A couple of my mum friends gave birth at Penang Hospital and their husbands were there the whole time, so that's a good option to confirm with them, but I've also heard Bukit Mertajam Hospital is quite flexible. If gov hospitals don't work out, private ones like Loh Guan Lye or IHH are pricier but definitely allow partners in, though they might stretch your budget a bit, better to get quotes directly and negotiate!
