Baby only able to lift head 45 degree during tummy time

Is it normal for 3 months old to only able to lift up head at 45 degrees for 2-3 min or so during tummy time? Can only lift head 90degree with hands below chest for few secs only

My lo can't even lift his head at 3 months. He has to jerk his head upwards all the time and can't hold his head up at all during tummy time. He can only hold his head up if we prop him up on a pillow and only for like a few seconds before he is tired and lay back down again. Every baby develops at their own pace. if you are worried, let the pediatrician check if there's any problem.
