Newborns don't shed tears because their tear ducts haven't fully formed. But after about a month once the ducts have had a chance to develop, it should be ok. If the problem persists, her tear ducts may be blocked, a condition that should clear up on its own within a few months; your pediatrician may recommend you help it along by gently massaging the inside corners of your baby's eyes.
There's nothing to worry about. Since babies can't speak, they cry to catch their mommy's attention. Smaller babies, especially when they are not in pain or not having any discomfort, cry without tears as their body actually is not in pain. I think that your baby is crying as he needs attention or may be a little TLC. Give him that and he would be fine :)
Some newborn babies cry without tears because it takes some time for their tear glands to work. It could mean anything - hunger, needing comfort, a poopy diaper, wind. As time goes by, you'll learn how to recognise your child's unique cries and attend to her needs better.
It can be anything. I assume everything normal with your baby. So it probably a sign that she's cold or didn't feel comfortable with her diapers. Go check it. If she still crying, she might be hungry or in growth spurt phase.

In case her tear ducts are blocked, please take to see doctor so that doctors might dilate the ducts so they don't continue to clog.
