No. I have read that care giver should never pull back foreskin of the penis by force for cleaning. Care giver should clean the penis of a baby or child like any other parts of his body. Simply apply soap on it and wash it away with water. Foreskin is attached to the head of a penis by a connective tissue which dissolves naturally. It should not be pulled by force. This process usually happened during puberty before the age of 18 years old. When your son's foreskin is ready to be pulled, he should be big enough to perform the act by himself. Mommy should not worry about educating your son's to clean his private part as it is a natural process where he will learn by himself when he reaches the time. http://www.kidshealth.org.nz/foreskin-care

Since there are conflicting answers, I went to do some research on this matter and articles have stated that it is NOT necessary to retract the foreskin of the penis as it is self cleaning. Forcing the foreskin back may cause damage to your baby's penis and may cause problems for your son. http://www.babycentre.co.uk/x1053616/how-should-i-care-for-my-baby-boys-genitals

I was taught by my nurse to always pull back the foreskin during clean as bacteria and germs may be present in between the folds. Now that your boy is almost 1, perhaps you can start teaching your son how to wash properly so that he knows it's important to get the in-betweens as well.
