A friend of mine saw a dermatologist at a private clinic for hers and got laser treatment done, and she said it made a real difference, but it took a few sessions. If it's really bothering you, I'd say start with asking your PD or gynae for a referral to a good dermatologist rather than guessing which doctor to see, since they'll know who handles vascular stuff well in your area.
