right after you get birth cert and take photo of baby with both eyes open, apply the passport online first. then if you have JB confinement receipt to prove that you need to go JB for confinement, you can go down to ica the next day to ask them to speed up the process. you probably get within 2 working days. that's how I got mine speed up
I heard from a friend of mine, if you inform ICA with valid reason, they will shorten the days. as my friend gave birth in SG and wanted to have her confinement in JB. I think she received the passport like 4 days.
just applied on Tue and got approval on Thu! and can collect next Fri onwards..
i wait for 9days only usually baby very fast one.
