Punggol Kindergarten waitlist?

Hi, I have been told of the need to be kiasu and register kid to queue in waitlist esp. punggol areas due to high density of young families. My friend experienced 5 years of queuing before getting placement. That was back in mid 2010s. Is this still the situation currently?
