You can use materials like felt + beads, or you can do finger puppets with paper too:) You can print a picture of a fireman then attach a loop of paper at the back to put the finger through. Depends on how much time you have and how much effort you’d like to put into this:)

If you want to make a simple 1, can just print the picture out and paste it on the brown paper bag.
