Do babies need sunblock when they're taken out during the times of the day when sunlight is harshest?

There is baby sunblock, but I don't apply it for her as I babywear and pull the carrier hood over her head for protection. FDA advises against applying sunblock on babies below the age of 6 months old. http://www.fda.gov/ForConsumers/ConsumerUpdates/ucm309136.htm
