Either one using LifeSG app. I sign up after giving birth in the hospital ward. There’s instructions to guide you along.
Yes either one. My husband does the job every time, hours after I've given birth so easier to collect the birthcert also.

either one can, i did it for my girl as it’s kinda administrative i don’t think the man will be keen to do it.
