Bring to Emergency?

My baby is having cough, phelgm and is breathing fast (counted 63 breaths in a minute). But she has no fever/low grade fever. Should I bring her to the emergency? Note: - She had her 15-month vaccination on Friday noon. - She also has had a loss of appetite and has not really been drinking her milk very well. - She’s been very cranky and clingy
