Baby not sleeping

Hi my baby is 7 months now , hes not been sleeping through the night he keeps waking every 2 hrs i give him milk at 2am then again he wakes up at 430am-5am lip smacking but hes not hungry. Is this a development thing , teething ? Or what i have barely slept last 1 month. He normally has dinner and full milk before sleeping.
