My husband and me are staying at different address because of space constraints. Will my kids follow the dad's address or my address as per IC when we register for Primary 1?

I called MOE, they said by default they will follow the father's IC.

Is it advisable to get a dog when children are around the age of 3? How do pets help to enhance a child's growth?

Yes pets are amazing with kids especially dogs. My friend's kid really enjoy playing with their dog and it keeps the kid busy. There are no health concerns so don't worry about that.

How do you respond when your little girl tells you all the kids at school are mean to her?

I would ask her what did her friends did to her. Since she mentioned all of them are mean to her.. I would want to know what exactly happen before raising this issue to the teacher (depending on the seriousness) .
