One year old has cough, must go straight to PD?

Not necessary. Pd is just like specialist. Gp is just as good and prescribed the same medicine for LO too. Some Gp are even better than Pd and U gotta pay premium to see a PD. Waiting time to see a PD is way longer than seeing a GP, unless the condition is very serious. Else i wldnt think there is a need to rush to PD.

GP good enough. They definitely know how to handle a cough, don't need specialist. Cheaper also. Maybe in the end also same medicine
