Is wild wild wet suitable for a 2.5 yo toddler? Just wonder what can she play there and if the water low enough for her to play...

No, I think it's more suited for bigger kids. There are quite a few water play areas for toddlers which you can consider instead like port of the lost wonders in sentosa, waterplay area in singapore zoo or even the new splash @ safra punggol.
