According to the ICA website, no head covering or hat is allowed unless it's religious. I had longish bangs a few years back and I was advised to wear a headband to keep the hair out of my face but that's for practical reasons. Baby head bands (correct me if I'm wrong) tend to be "big" with their bows and flowers; more of an aesthetic thing, so reckon it's not advisable to have them on. My friend was not sure what is allowed for her baby's photo so she took her baby to the ICA building to get the photo taken. They vendors there will know what and what not to wear and it will save you a trip and the time. Here's a useful article regarding taking passport photos for babies. No cannot wear headband when taking passport photos.. But i find that ica are quite nice to be easier on babies.. I submitted a pic with the table legs at the top right hand corner which cannot be cropped for me, if not the dimensions don't fit. They accept too.. :)
In many cases, the answer is no; unless it is for some religious purposes. you may refer to ICA website, the passport pic requirements are clearly mentioned along with dimensions, background color etc.
No, cannot. for all IC or passport photo all must white background and clear image.
I wear it for my baby and took it myself and sumit online. So can.
