I would say as soon as you come home from the hospital. Even if baby can't lift his head, place him on your chest as snuggling with mum would still feel nice for him. When he can lift his neck, then you can place him on a soft mat. Do tummy time when your baby's awake and alert. :)

Aim for around 20 to 30 minutes a day of baby tummy time by the time he is 3 or 4 months old. Then keep the practice up until baby can roll over on his own, a feat many babies accomplish around 6 or 7 months of age.
I did it from day 1 :) He "tummy times" on me most of the time, sometimes falling asleep on me. Otherwise I'll do few minutes of tummy time on his mat, gradually increasing the time depending on my son.
I did it from day 1 actually! Baby felt comforted doing tummy time on me. Gradually the tummy time became a means of getting rid of tummy wind. It really helps to sooth tummy and calm babies!

Starts early. For me everytime after dressed, will do tummy time. No longer than 1 minute when newborn
