When babies start to stand, do they stand on their tip toes at all?

Babies are used to their legs stretched backwards pointing down which shortens the Achilles tendons. So it may be difficult for them to place their feet fully flat on the ground. It may take some time to flex and work out their calf muscles and Achilles tendon before they are able to put their feet flat. A child who tiptoes after 2 years old may be exhibiting signs of other conditions, but it may or may not be the case.
