16 month old hasn't said first word

My toddler babbles but still hasn't said his first word. We speak 2 languages at home but is this normal? No mama, papa, nothing.

Mine only say mama and papa . Try talking more to him and keep saying mama mama papa papa . Does he respond when u call his name ?
