Is it eczema or baby acne?

These appeared recently but I'm hoping to find out what are they and what to apply. Is it because of the hot weather that caused the neck to be like this?

Looks a little like her rash. Try to wipe down with boiled water. Don’t anyhow apply unless PD prescribed.
