A few of us have gone through the SSO short-term assistance process and from what I've gathered, the action plan form is sometimes something the officer prepares together with you during your interview or home visit, so it may not always be available for download on your end, don't worry too much if you can't find it on the portal. If your officer hasn't replied yet, one mum friend of mine actually called the ComCare hotline directly at 1800-222-0000 and found it much faster than waiting for email, and they were quite helpful in clarifying what documents were still needed. As for approval time, it really varies, some mums in similar situations heard back within a week or two, while others took a bit longer depending on how quickly the officer could process everything.
