Wah, three emergency c-sects, you are really experienced to share this! From what I've heard, KKH as a subsidised C ward patient works out cheaper overall (someone mentioned around $12k back in 2022), and the care during delivery is generally solid, a nurse stays with you throughout, and the doctor comes for the important moments like pushing and stitching. The trade-off is the open ward concept, so you do share the space with others, and your husband cannot stay overnight, which some mums find tough especially post-surgery when you really need the support. NUH is less talked about for maternity among the mums I know, so it's harder to compare directly on the C ward experience. Both are public hospitals so the subsidised route gives you good coverage, but it really comes down to which location and support system works better for your recovery.
