From what I've heard, it does depend on which section you deliver at HTAA, if you're in the upper labour room (risiko tinggi), suami boleh teman sampai bersalin, but if you end up in the risiko rendah section, chances are suami may not be allowed inside. Someone in my mum group also mentioned that if you inform the hospital early enough, suami can arrange to do a PCR test beforehand so he is cleared to accompany you, so do check with the staff early rather than last minute. I think the key is to communicate with the nurses when you arrive and ask clearly, because some mommies had their husbands waiting just outside when they weren't aware of this arrangement.
