If the dental procedure is deem necessary for her health by a dr, you are obliged to pay for it. If she is visiting a private dentist, she does not need a referral. You can call the clinic directly and make an appointment. If your helper is saavy enough, she can do that on her own, otherwise, you should help her with that.
