Oo, normal lang yan! Maraming babies ang kumukupas pa rin ng skin around 3-4 months, lalo na if they were born with more vernix or if they have that newborn dryness pa rin. A few of us noticed din na ang aming babies ay parang kumukupas-kupas ng balat during that transition period, kaya don't worry too much, it usually settles down as they get older. If it looks really red, itchy, or may signs ng infection though, better check with your pedia para ma-rule out any skin concerns, pero typically it's just normal newborn skin shedding lang!
