My mommy friends swear by Drapolene Nappy Rash Cream because it prevents, soothes and treats diaper rash. Also, it's easily available in pharmacies. Here's a list of other diaper rash creams you can consider, of which Drapolene is part of: http://sg.theasianparent.com/best-diaper-rash-cream-shopping-guide-special/ Other remedies to consider would be switching from scented wipes to unscented ones and paying attention to the kind of soaps and detergents used, of which babies and children could be allergic to.
For diaper rash Desitin works wonders. It'll probably clear by the next diaper change or within 24hours. It's very creamy and the zinc oxide acts as a good layer between the excretions and the skin. Otherwise use cotton balls with cool boiled water to clean baby's bum and apply coconut oil. May take a longer time but it's a natural solution. Wear a cloth diaper instead if possible to allow air circulation.

Here's what the nurses at the polyclinic advise me when I asked previously. When baby poops, use cotton ball & water to wash baby's bum. Completely dry his bum before letting baby go butt naked for as long as you dare and then apply diaper rash cream. I am using Mustela diaper cream. It should clear in a few days. This way works for my son quite well :)
Most diaper creams contain chemicals such as parabens and BHA. If you want something that does not contain these chemical, you can use Virgin coconut oil. Apply on baby's bottom. You can prevent diaper rashes by changing baby's diaper more frequently. Alternatively, you can switch to cloth diaper which is more breathable.
