I think you can keep in mind Explorer Kid. It is the largest indoor playground in Singapore and has a cliff rock climbing wall, glowing ball pit, toddler area and an adventure highlands rope course. Different play areas to cater to children of different age groups. However, the Downtown East location is currently undergoing a revamp and should be ready by April this year. My boy was the same when he was little. I enrolled him at MyGym. They have a wonderful activity based curriculum and my son loved it. Loads of things to climb, jump from and play with and the teachers are lovely.

I will recommend my favorite playground for young Toddlers - Kiddy Fun at The Grandstand. They childproof almost everything and is restricted for kids 6 and below this making it safe for the young Toddlers.
