It’s hard to tell for sure from a photo, but it looks a bit like an irritated rash rather than anything pregnancy-specific. The redness and little spots could be from friction/chafing, heat rash, a mild fungal rash, or even irritation from a new soap, detergent, or clothing. A few things I’d be wondering: Is it itchy or painful? Is it warm to the touch? Has it been spreading? Is it in a skin fold where sweat tends to collect? The stretch marks underneath are completely normal postpartum and don't look related to the red patch. For now, I'd keep the area clean and dry, avoid scratching, wear loose cotton clothing, and avoid any new scented products on the area. If it's very itchy, an over-the-counter antihistamine or soothing cream may help, but it depends on the cause. If it starts spreading, becomes hot or painful, develops discharge, or you're feeling unwell, I'd definitely get it checked by a doctor.
