Empty sac at 7 weeks

Hi mummies, it is possible to have an empty sac at 7 weeks and 2 weeks later can see the fetus? I went for scan yesterday and it was an empty sac. Any successful stories would help me right now.. im feeling so sad and not sure how to mentally prepare myself 😔
