White dot in girl private part

Hi mummies, would like to ask about, my girl is 2 years old. And she felt pain and itchiness in her private part. And I found a small white dot in thr private part too. What can I do with it? My mil told me to apply 'XI GUA SHUANG HOU FENG SAN' on the white dot. And told me it is like a ulcer.
