Elect csect for no medical reason

Hi mummies, can I check if gynaes in singapore have the right to turn us down if we want to do elective csect without any medical reasons? Only purely because of preference? Also, are there any gynaes delivering at mt alvernia who are neutral towards both natural and csect ?
