Tummy still bulging 2months PP

Hi mummies, eap those that went thru csect, is it normal for lower tummer to still be bulging even after 2 months PP? I am generally petite, i have lost 8 kg post birth however my tummy esp lower tummy is still bulging and no longer flat 😣😮‍💨
