Is this baby diarrhoea?

Hi mummies does this look like diarrhoea? 2months old fully formula fed bb exploded after everyfeed, 3 feeds, every 2hrs. both leaked and even dripped down his leg. Poop looks watery. And if diarrhoea do i go to polyclinic?
