Wah your requirements are quite specific but very practical lah, especially the taxi and bus part because Singapore public transport with double stroller is no joke! The Joovy Caboose or Joovy Ultralight is quite popular for tandem style which is narrower and easier to fit through bus doors, and the UPPAbaby Vista V2 with rumble seat attachment also ticks many of your boxes with good basket size and recline options. But honestly the one that mummies here often rave about for Singapore use is the Bugaboo Donkey which has amazing basket space and both seats recline fully, though it's on the pricier side lah, so maybe go to Motherswork or Supreme baby fair to test them out in person first before committing because double stroller is a big investment and you really need to feel it yourself to know if it fits your lifestyle!
