Yes okay to take AL when on resignation period or it will generally be paid out. But do consider the work load on your other colleagues who may have been waiting for your return only to have you submit your resignation.

Yes you can take annual leave during notice period. Take note it may be prorated so do check with your HR how many annual leaves are left for you.
