From what I know, yes, pwede pa ring mag-file ng maternity claim a few months before delivery, pero honestly the processing time varies, a few of us tried it rin and some got it early, some had to follow up pa talaga, so best to go to SSS mismo or call them to confirm if the process is still the same ngayon kasi may changes din sometimes sa requirements.
