Hi m. Baby hair not growing much at 9 months . Any mummies can help?

I had a friend with eczema who did not grow hair or eyebrows when she was an infant. Her Indian neighbour gave her mother coconut oil to apply and it was very effective. She heard that she grew hair shortly afterwards.
