A raised area along a C-section scar at one month postpartum is something worth having a doctor take a look at, just to get a proper assessment since it can be hard to tell at home whether it is a keloid or just normal healing tissue at this stage. Some people do develop keloid scarring after C-sections, especially at the ends of the incision, and it is generally not harmful, but a PD or your gynae can confirm and advise if any treatment is needed down the road. Since it is only a month PP, your next postnatal follow-up would be a good time to point it out, or you can pop by a polyclinic if you want an earlier opinion.
