Dilated at 1cm..

Im currently 38 week 5 days, and yesterday I’m having bleeding at my vagina.. when go to the hospital, the doctor check that my dilated was only at 1cm.. and the nurse inform the bleed it won’t stop, it just like u having menses, and right now I’m having difficulties to have my sleep, having back pain.. it that normal bleeding but water bag haven’t burst.. my due date is 21 July, should i go for induced? Since i have sign of labour? Any suggestions..
