HCG level not doubling but increase

I had blood test done on Monday, and its 504. Then today another blood test 533. Its not doubling, when doctor scan, now able to see a tiny/small in my womb. Previously cannot detect baby at all. Is this normal? Any risk if hcg not doubling?
