A layer of rough, darker, dry patch skin

I find that i have this growing around my back neck and chest area from 11 weeks onwards. Do you have this ? It is very ugly and feeling rough when i touch it. My colleague said she had when she pregnant due to hormone. And it is gone after delivery. Any cure ?
